You are correct. They have a two-stage mounting system, (1) the "roost deflector" pictured in your link that mounts inboard of the grips and (2) a secondary arm that connects to the bar end. I only know this because a stealership broke one of my Acerbis bar end clamps and made me buy the secondary kit to replace it. (I got a replacement elsewhere & returned the kit.)
Yep, looks like a copy of the popular acerbis ones used in MX. They are for deflecting light roost and wind, do little against trees or in crashes. They usually clap to the bar on the inside of the controlls or mount to the clutch/brake levers.
