I would like t move the controls around, but they have those little nubs that fit into the clip-on bars. Do those nubs have to be there, or can they be removed? If they are removed, will the control tighten enough so that it will solidly mount and spin on the bar? Thanks.

Have those nubs removed on all my bikes. The controls usually still can be tightened enough to stay in place. If not, 1 layer of duct tape round the handle bar/clip on helps.

When I fitted the renthalls on the red TL I just drilled another hole where I needed it.
I think I drilled another hole in the helibars too on my black TL because I wanted to rotate it slightly.

Wot JoE said, a layer or 3 of electrical tape will also keep them tight in position.
