Get out your wiring diagram, and start checking all the circuits/item fed by that fuse. Rear brake light switch, horn, driving light, tail lights, turn signal flasher, etc. Does the fuse blow as soon as you turn the key on?

It's the 15a signal fuse and it blows as soon as I put load on it.
Use a couple of jumper wires to connect a 12 volt turn signal bulb in place of the 15 amp fuse ( or a test light if you have one).

The bulb will illuminate because there is a path to ground somewhere.

Now you can progressively disconnect the other branches of that circuit. When the light goes out, you will know which branch contains the problem/short.
