Maybe I'm just old,  but those things have been in use on bikes for decades. In all my years, I did lose one helmet -a brand new Beiffe- got back to my bike and found just the D rings on the hook.  I felt naked riding home with just sunglasses on.
Some times what happens is someone who doesn't wear or own a helmet but plans on traveling through a state that has a helmet law will steal a helmet by cutting the strap (they don't give a crap because they're not wearing it for safety's sake) and when they're done with it they'll ditch it.

 ...those hooks ...'cuz there is one on each side ...was the first thing I looked for when I bought my bike home and got it home!...and I found it
...as for thieves...if they cut the d-ring not much use to them is it?...
milkshakes? I think about that for my helmet and my sunroof too... can't worry about everything! ...bike getting intentionally knocked over by mindless A**holes, key scratches, for keyless caps foreign matter in gas tank.... etc... etc
