It uses the power feed to the coils rerouted to energize a relay which then supplies power direct to the ignition coils from the battery.

 Which means the coil sees a higher voltage on the primary side resulting in much higher secondary voltage to the spark plugs. More voltage means a better burn of the fuel and more power from it.

The "-" mod was a grounding mod but it really doesn't do much since the coils ground through the ECU. I wouldn't bother with it.

floating ground on the harness...
no ground no power.
I would start off with the electrical mod. Then if your issues are fixed move to + and -

Plus mod gives approx 1 1/2 bhp top end
and upto 2 bhp midrange on a 97 TL1000S
costs about a tenner to do. about £6 per horse!!!
attached dyno also shows 4th gear run with & without a TRE
Tre costs from a couple of quid to £40 for a branded version
TRE = approx 3 to 5 BHP in 4th gear.
