I always say, start on a 250, the SV650 can surprise an inexperienced rider. However it only has 70ish HP, a linear powerband, and pulls strong from mid revs, so it is better beginner bike that the I4 600s. I rode one for a while and it was fun, but the suspension is real budget (=crap).
My buddy had a Leo Vince slip on and it sounded great, (Scorpion sounds nice too on it). Plenty of after market parts.
Try to buy one used with an upgraded suspension, 04 and up (for FI).

They never made one with a full fairing.
They are great bikes. I've got a 2000 and ride it more than the TL lately.
I've got a Scorpion on mine and it sounds nice. Similar to the TL just not as mean.
The first generation (like mine) can be had pretty cheap
mine

This is also a first generation with a little work done to it

Actually from 08 the SV650S has full plastics, the SV650 is the naked version (which I would recommend to start on).

that was the deal SV650S because she want's a gixxer 6 I think it's to much right now thought the SV would be a better fit, plus I like the full plastic version and might spin off on it a time or two

The SV650S (before the new ones) has a half fairing - but you can get lower fairings to complete the 'full' set.
The 'S' has clip-ons but the naked has bars.

I just converted our SV650S to a regular handlebar, much easier control for a newbie (& frankly more comfortable)

I think the SV is a great starter bike - covers a wide spectrum from novice to racer. Is controllable for a newbie but will have the longevity that will not be outgrown too quickly.

Just about everyone makes aftermarket exhaust for these - with a slip-on you actually cut off the old can (saw through the midpipe); there are quite a few full systems available also
Holeshot, Leo Vince & Akrapovic are some of the more popular choices.
Go to YouTube and search on SV650 exhaust - you'll turn up a ton of hits!!!

I was gonig to mention D'Ecosse' recent purchase for his wife but he already chimed in. For a beginner bike I think he nailed it... SV650S with bars added for improved control and comfort
