That's normal, the slides move based on engine vacuum, they won't move when not running.
I wouldn't recommend running the bike without an airfilter, but that won't cause your idle to go sky-high.
Check the idle stop adjustment, perhaps its just adjusted way too far in. If no joy there look for air leaks, one way or another way too much air is getting into the motor.
