re carbs on an rf600

have been building my mrs an rf600 and bought some carbs have fitted them and finally fired the bike up but when it starts it goes straight to 7000 revs , thought it may be cus it hasnt got an air filter in but been told it aint that , have checked the throttle cables are fitted right and when using the throttle the valve plates open but the slides dont move , when looking at the carbs the slides are in full view , can move them by hand but using the throttle they just stay in full view , not done a lot with carbs over the years so not sure if this is how they should be any help or ideas would be very appreciated cheers

That's normal, the slides move based on engine vacuum, they won't move when not running.

I wouldn't recommend running the bike without an airfilter, but that won't cause your idle to go sky-high.

Check the idle stop adjustment, perhaps its just adjusted way too far in. If no joy there look for air leaks, one way or another way too much air is getting into the motor.

The butterfly plates probaby aren't closing enough for whatever reason.

Vacuum leak between carb and head can also cause this.
