Tracing down a C33 code

I have a 97 TLS with a 00 TLR motor.

I have the fuel tank up and air box off. I took out the multi meter and tested the terminals and connections. Everything seems to be right (Unless I did something wrong). My harness is dry and cracking in spots. Could that be it?
Even if it isn't it I am still going to swap out the harness if anyone has one....

What am I doing wrong?

Have you followed the test procedure on 4-47 of the manual .
You can test the Harness by doing a continuity test from the injector connector
To the ECU connector.
The pin out of the connectors are n the manual.

Are you running a PCIII ?

If so then take the PCIII earth wire to the battery and not the alloy subframe

If you remove the Teclusion module does that fix the C33 problem.
