You could always pop the rivets out and ceramic coat the ends and mid pipes.

How would you be able to clean the actual carbon fiber? I would think about powdercoating the mids or at least high temp black paint but the carbon looks beat.

Just give the cans a quick rub down with some wet or dry P1500 then a couple of coats of clear coat. They should come up like new.
