My handlebars are slightly off when riding!
Im the new second owner of a 99 Tl1000r.My stearing is not dead center when riding in a strait line.The bike has never been down before so the first owner said.Can I adjust the stearing or could my forks be slightly bent?Thank you!

Check the rear wheal chain adjusters first, is the rear axel lined up with the same marks on both sides.
The next step would be to start disassembling the front end .
And check for a twisted triple clamp or bent fork leg.

loosen the pinch bolts on the triples, (upper and lower).
have someone sit on the bike to hold it
stand in front of the bike and hold the bars. Wiggle them until it is straight
tighten up the pinch bolts

One other thing to consider. I often notice things that are slightly off. When I point them out to the wife she always says they are fine and it is I who is actually a bit off. Loud chortling is not becoming a wife and mother.

good point. as long as the design is true, you should be able to measure parts relative to the frame to check angles.
Now, I know some old GM cars where the bodies were just not true to begin with. Pry not applicable to this issue though.
