I didn't get anything with the AFAM I ran on my Tiller last year that said to use a spacer. Maybe they realized later that they needed to and instead of retooling, they just said to add the spacer.

Driven front sprockets don't use a washer either.

I don't see it being an issue to use a washer if they recommend it but 16mm seems outrageous. If the AFAM sprocket with a 16mm washer doesn't line up in the same place as the stock sprocket, I'd rethink using the washer.
